Evaluating Resourcing Alternatives and Curriculum Needs to Meet Deployment Timeframes for a New Claims Management System

How do you staff a training project with almost 1,700 users in 31 locations that will require approximately 2,300 manhours of time and the business unit wants it done in two months? Adding to the complexity, the 1,700 users were in over 50 different job titles. The 10 modules of the new system had to be mapped into curriculum for every job title to provide them with the training they needed.
